England formed their first jurisprudence enforcement or condemnable justness system sometime in the late 9th century. The jurisprudence enforcement system that was established put the duty of maintaining order on the citizens. This jurisprudence enforcement or condemnable justness system was known as a common pledge system.
England’s male monarch. Alfred the Great. was credited with organizing the common pledge system. King Alfred formed this system to fix his land from an invasion by the Danish. The common pledge system is a system based on society control. Mutual pledge is citizens that are grouped together to protect each other. ( Dempsey and Forst. p. 4 ) The duty of common pledge was broken down into multiple degrees. The first degree was known as tithings. A tithing was 10 households who were grouped together. In this group the members are put together to non merely protect one another but to take duty for the group members’ actions. The 2nd degree of common pledge is called a 100. A hundred in 10 tithing grouped together and set under the control of a constable. A constable is an official assigned to maintain the peace and to cover with more serious breaches of the jurisprudence. ( Dempsey and Forst. p. 4 ) In the common pledge system citizens were expected to patrol their ain communities. If there was problem in the community so they would raise a chromaticity and call. A chromaticity and call is a cry for aid. If a chromaticity and call was done so the citizens of the community were expected to come and help the citizen or citizens that gave the chromaticity and call. While tithings were in charge of little communities. 100s were in charge of shires. Shires are the tantamount to today’s states. ( Dempsey and Forst. p. 4 ) The male monarch controlled the shires but put a shire-reeve or sheriff in topographic point to regulate the shire.
Even though the common pledge system was the first mention to a jurisprudence enforcement or condemnable justness system put in topographic point. it wasn’t until 1829 that the first English constabulary section was established. Sir Robert Peel is the 1 who was given recognition for this even though King Alfred developed the first system.
